Legian can get pretty busy, especially between 9 AM and 4 PM during the dry season (Apr-Oct). Your best bet is to hit the water right at first light, around 6:30 AM, when the beach is emptier and the offshore breeze is usually cleanest. It’s always less packed than the central Kuta stretch just south of Padma Street.
